First Workshop and Launch of the project on energy conservation
indicators in the countries of southern shore of the Mediterranean

On 6 and 7 January 2011, was held in Tunis the Kick-off Workshop - organized jointly by the Plan Bleu, in partnership with RCREEE -, on the ''energy conservation indicators'' project in 10 Southern Mediterranean countries and MENA region, namely: Morocco, Algeria, Egypt, Lebanon, Syria, Jordan, Libya, Palestine, Tunisia and Yemen.

This project is financially supported by the European Investment Bank and aims to contribute to the construction of energy efficiency indicators and to interpret them for the entire Southern Mediterranean region.

Nearly thirty people attended the two days of work, representing 10 countries involved in this project as well as the associated organizations, especially the RCREEE center (represented by Ms. Amel bida), the Medenec project (Mrs. Florentine Visser), and Medener (currently under Moroccan presidency, and represented by Mr. Mohamed Berdai of ADEREEE). Also attended the first workshop, the french agency AFD in Tunisia (represented by Ms. Melanie Moussours), the OTEDD (by its director Mr Nouri Soussi, and focal point of the Plan Bleu in Tunisia) and ANME (through its Director General, Ms. Noura Laroussi-Benlazreg).

In her opening speech at the workshop, Ms. Noura Laroussi BENLAZREG, Director General of National Agency for Energy Management in Tunisia, emphasized the need for energy efficiency indicators for each country while presenting the historical progress of the Tunisian experience in this field.

The design, the implementation or the monitoring of any energy conservation policy in a country, at the national or sectoral level, require relevant indicators which reflect the reality of the energy performances of the socio-economic activities. A special session was devoted to the case study of Tunisia to illustrate the calculation of indicators led by ANME.

Mr. El Habib El Andaloussi, from Plan Bleu, presented then the project and its purpose. He specified that Plan Bleu and the RCREEE joined their efforts on the indicators of the energy efficiency project given the regional role in the energy efficiency policies and renewable energy development promoting.

The project's main objective Plan Bleu / RCREEE is to contribute to the construction of energy efficiency indicators and to interpret for the whole region, drawing on similar to those developed in the European Union countries, and those implemented as part of the Tunisian experience. As such, this first workshop included a training component of national experts selected from the ten partner countries.

The main objective of this work is to develop energy efficiency indicators and to interpret them for the whole region. The indicators will be, as far as possible, similar to those developed in the European Union countries. For this purpose, an Excel database will be prepared and filled by national experts selected in the various partner countries.

Mr. El Habib El Andaloussi said that this activity is in coherence with one of the main strategic objectives of the Plan Bleu which consists in: to define and give information on, using indicators, a monitoring framework of energy efficiency in the Mediterranean. This project is part of the Mandate of the Plan Bleu of facilitating the implementation of the Mediterranean Strategy for Sustainable Development and in particular its energy dimension.

Ms. Amel Bida, on behalf of the RCREEE, stressed the voluntary choice made with the Plan Bleu, a combination of institutional representative / expert in each national team, and the balance sought between the two representatives. She also emphasized the training of staff and national capacity building on energy indicators, with a vision of continuity and duplication of training locally.

Thus, this kick-off workshop’s programme was divided into two days:

• The first training day which focused on "national assessments and indicators’ energy. The objective of this first part is to capture the consistency of data in developing a national energy balance. It has also brought on a basic information system used for developing energy indicators. It was illustrated by the example of Tunisia presented in case studies by experts from ANME.
• The second day was devoted to the work of industry groups for the definition of indicators, the use of the tool for calculating indicators, data collection and the work schedule and upcoming workshops.

This first workshop was an opportunity to discuss a comprehensive list of indicators by sector, to bring a fresh perspective on the difficulties and the specific situations in different countries and nourish a debate among experts and regional focal points Institutional designated countries for this project. A working group has identified, by mutual agreement, a precise list of indicators which some considered as a priority.

The objective of this kick-off workshop, held over two days, has also developed, with the national experts, a common vision for the methodology of project activities implementation and to prepare with them the data collection phase in the concerned countries and their treatment.

Other progress meetings are planned along the project. Already, the next appointments have already been set for the second workshop stage, which will be held in the next two months and a half, to discuss and validate the work of national experts, and mentioning the difficulties encountered by national experts.
