Conference-debate "Foundations of a water strategy in the Mediterranean
–
Water, climate and security Services"
Henri-Luc Thibault took part in the Conference-debate organized by IPEMed (Institute of the Economical Prospective of the Mediterranean World), which took place in Paris on the 17th of December 2008, and which was dedicated to the “Foundations of a Water strategy in the Mediterranean – Water, climate and security Services”. The conference was open by Jean-Louis Guigou, General Delegate of the IPEMed, and by Erik Orsenna, and it has been dealing during the three round tables about the “climatic emergency”, the “water and security in the Mediterranean Basin” and the “strategic orientations”. Contributor to the first round table, Henri-Luc Thibault has highlighted the importance and interest of a Mediterranean cooperation on the climate change and also reminded that the Water theme on the Mediterranean cannot be discussed apart from the energy and agricultural themes. The debates have highlighted the eminently local nature of the water management, but at the same time they also put forward the usefulness of a regional strategic thought on the subject. The translation of the latter to a possible water treaty was brought up but without really moving on to its outlines and content.
If some have considered that the water management in the Mediterranean could lead to major crisis’s, others in greater numbers, on the contrary, have considered that it would be a coming together factor, and that the main thing is nowadays to change the practices on water production and consumption by leaning on the civil society.
