Local Level Prospective
Since 1990, Plan Bleu has contributed to systemic and prospective studies in geographically limited coastal areas, adapting the scale of the global approach until 2000 as needed. These adaptations include taking into account the need to cooperate with motivated and mandated multidisciplinary local teams, the identification of the significant local stakeholders, and such components as “space management”, “land development” and “integration of the environment” which, although secondary at global level, become crucial at the local level.
At the local coastal level, the knowledge acquired in the field by local experts and stakeholders is essential throughout the projects, to facilitate exchanges and mutual contributions between local teams and Plan Bleu. Plan Bleu contributions, methodology transfers and prospective tools have gradually become available for the prospective and systemic analysis of coastal areas through new IT developments. Continuously seeking to adapt and renew local prospective tools, Plan Bleu, in partnership with Dr. Simon Bell, and within the framework of “Malta” CAMP, launched in February 2000, has developed and tested a systemic and participative approach to major local issues and to the use of sustainability indicators, as selected by local stakeholders.
The 'Imagine' method of analysing systemic and prospective sustainability in Coastal Area Management Programme, is based on indicators to describe, assess and explore the sustainability levels of past, present and future systems. The method includes 4 stages:
| To date, ADSP has been used in “Lebanon”, “Algerian Coastal Area”, “Slovenia”, “Malta” and “Cyprus” CAMPs (read the online reports). Furthermore, Dr. Simon Bell, co-author of the method, has been requested by Plan Bleu to prepare a manual for improved use and circulation of ADSP: "A practitioner's guide to "Imagine": the systemic and prospective sustainability analysis". |
On 21st April 2008 in Sophia Antipolis, Blue Plan organised a Mediterranean seminar on « the method Imagine’s assets » with about fourty participants from 13 countries. The objectives were to get together Imagine’s practitioners and potential users, in order to promote a transfer of know-how. The programme of work has been to present the results of the Imagine’s different experiences and to debate on Imagine’s transfer.
