Structure
The center is managed by « Plan Bleu pour l'environnement et le développement en Méditerranée », a non-governmental association under French law (Law of 1901).

Plan Bleu’s 2009 General Assembly took place in Paris on May 7th, 2009, at the Ministry of Environment premises. The Association members unanimously approved the financial report regarding 2008 financial year that was brought before them and took note of the 2009 Activity Report. The General Assembly saluted the action of M. Bernard Glass, General Secretary of the Association, who put an end to his function and M. Thierry Lavoux, who is working in the Conseil Général de l’Environnement et du développement Durable, was elected as new member of bureau.

Funding for the Plan Bleu association is granted by MAP, in the form of a bi-annual budget, through specific grants in cash and kind from France. Allocations are also awarded by the European Commission or by other international or regional organizations, such as the World Bank.
In compliance with French law, the Association provides annual account statements, certified by the relevant auditors.
