Follow-up of the chapter “energy – climate change” of the Mediterranean Strategy for Sustainable Development
Work program 2006-2007

 

Mandate

Plan Bleu has been assigned by the Contracting Parties to the Barcelona Convention to follow up the Mediterranean Strategy for Sustainable Development and to deeper analyse “energy – climate change” priority field from 2006-2007 onwards. The Centre will have to gather, document and disseminate a set of indicators, deepen analyses and identify good practices. The work has to be undertaken with the voluntary countries, the EU institutions and partners and regional initiatives in the “energy – climate change” field.

Objectives of Plan Bleu activities in the field of « energy – climate change » are to:

• produce information easing the follow-up and the implementation of the MSSD and NSSD in the field of « energy – climate change  »
• speed up the implementation of proactive policies regarding RUE and the development of RE by pointing out the advantages connected to their development (economic, social and environmental ones)
• identify the cut-off points, or quite the reverse, the existing levers (or potential ones) in the countries policies, at the national, local and international cooperation levels, to achieve progress towards the MSSD,
• obtain information at three levels :
  • (i) At regional scale to have an outlook of the general situation
  • (ii) At national scale
  • (iii) At local scale
    

2006-2007 activities

• Steering Committee

Activities coordinated and facilitated by the Plan Bleu will be conducted through a close partnership with the Mediterranean networks specialized in energy: the OME and MEDENER. The MEDREP programme, the UMET, « l’Institut de la Méditerranée »/FEMISE and the Barcelona RAC/CP agreed on contributing to this activity. Further to the experts group meeting held on February the 20 th 2006 to define the working programme, these partners accept to form together a technical Steering Committee of this activity. ADEME, the IMET (Italian Ministry for Environment and Territories) and the Principality of Monaco provide financial support to activities.
A second meeting of the Technical Steering Committee was organised in Tunisia on the 17th September 2006. It was an opportunity to take stock of the situation on how activities are progressing and evolving and to discuss about the preparation of the Regional Workshop to be organised by Plan Bleu in Spring 2007.

• National studies

- Information on national strategic thought on RE and RUE, the position of the country in its implementation, outlooks and prospective (if available), perspective with the MSSD and the Plan Bleu scenarios.
- Two or three case studies including territory examples (cities), sub-sector survey and enabling to concretely show achieved progress, the benefit obtained, the implemented tools, the encountered difficulties, the identified obstacles
- An analytical and more critical synthesis allowing to highlight the main valuable assets and obstacles and to suggest proposals of actions at national level and at the regional cooperation scale.
