Mandate
Plan Bleu has been assigned by the Contracting Parties to the Barcelona Convention to follow up the Mediterranean Strategy for Sustainable Development and to deeper analyse “energy – climate change” priority field from 2006-2007 onwards. The Centre will have to gather, document and disseminate a set of indicators, deepen analyses and identify good practices. The work has to be undertaken with the voluntary countries, the EU institutions and partners and regional initiatives in the “energy – climate change” field.
Objectives of Plan Bleu activities in the field of « energy – climate change » are to:
2006-2007 activities
Activities coordinated and facilitated by the Plan Bleu will be conducted through a close partnership with the Mediterranean networks specialized in energy: the OME and MEDENER. The MEDREP programme, the UMET, « l’Institut de la Méditerranée »/FEMISE and the Barcelona RAC/CP agreed on contributing to this activity. Further to the experts group meeting held on February the 20 th 2006 to define the working programme, these partners accept to form together a technical Steering Committee of this activity. ADEME, the IMET (Italian Ministry for Environment and Territories) and the Principality of Monaco provide financial support to activities.
A second meeting of the Technical Steering Committee was organised in Tunisia on the 17th September 2006.

Two or three case studies including territory examples (cities), sub-sector survey and enabling to concretely show achieved progress, the benefit obtained, the implemented tools, the encountered difficulties, the identified obstacles
- An analytical and more critical synthesis allowing to highlight the main valuable assets and obstacles and to suggest proposals of actions at national level and at the regional cooperation scale.
